The problem is not simply melting snow. It is where that water travels before temperatures fall again.

Do Not Ignore Shade
Shade changes the timing of the cycle.
Water on sun-exposed pavement may evaporate or continue flowing. The same runoff entering a shaded walkway, north side of a building, ramp, or recessed entrance can freeze earlier.
That is why a site-wide temperature reading is not enough. Facility teams need a map of surfaces that repeatedly stay colder than the rest of the property.
The Dangerous Hours Begin After the Thaw
Another common mistake is treating the end of daytime melting as the end of the event.
Late afternoon can be the most important inspection window. The question is no longer how much snow remains, but how much water remains on surfaces that will soon lose heat.
A useful Chinook-day inspection should look for active runoff, standing water, wet pedestrian routes, blocked drainage, dripping rooflines, snow piles draining toward traffic areas, and shaded pavement that has not dried.

During a warm winter afternoon, walk the property while snow is actively melting. Mark where water originates, where it crosses pedestrian or vehicle routes, where it pools, and which surfaces stay shaded.
Inspect the same locations again near evening or early the next morning.
After two or three freeze-thaw cycles, recurring patterns usually become obvious. Those locations should become permanent checkpoints in the winter service plan.
Correct Drainage Before Relying on Treatment
Ice-control material can help, but it should not substitute for obvious drainage maintenance.
Keep catch basins accessible. Avoid stacking snow where meltwater must cross an entrance or sidewalk to reach drainage. Open safe channels through accumulated snow when runoff is trapped. Check downspout discharge and roof drainage for water being directed toward pedestrian areas.
Calgary’s stormwater guidance requires downspouts on residential properties to terminate at least two metres from sidewalks, roads, pathways, alleys, lanes, or surface drainage facilities to help prevent winter ice formation.
For larger or higher-traffic sites, planned follow-up inspections and targeted ice control can be more reliable than waiting for occupants to report slippery conditions.
Build Chinook Refreeze Into the Winter Plan
The safest response to a Chinook is not to treat it as a welcome break between snowstorms.
Property owners and facility managers should define who monitors warming days, when afternoon inspections occur, which drainage points must be checked, what conditions trigger an ice-control visit, and how overnight refreeze areas are documented.
A strong local winter plan should distinguish between snow-removal completion and surface-safety completion. A lot can be fully plowed and still require another visit because yesterday’s snow has become today’s runoff.
